I,m very new to this so how do I start with that black background and how do I make a border with flames?

To make the black background it's
File > New... > When the dialogue box comes up press the arrow that says- "Advanced Options" > "Fill with" (click this.) > "Foreground Color" If you have just opened gimp then it should be black.

To make a border with flames.. Mm.. I'd say just rotate the image and duplicate the layer until it fits around the edges. If you need anymore help- Send me a note.
